BYLAWS OF THE LEVEL GREEN CIVIC LEAGUE

 

Article I - Definition

 

The name of this organization shall be"Level Green Civic League."The area bounded on the North by Indian River Road, the East and South by Interstate 64 and West by Clear Springs Road. It shall be and is hereby designated a "non-profit" organization.

 

Article II - Objective

 

The objective of this organization shall be to bring into closer cooperation all those living within the area, encourage participation in all activities that have to do with civic, social and cultural betterment of Level Green and Virginia Beach,Virginia, uphold the principles of good government, take an active interest in affairs concerning Level Green and surrounding areas, and to cooperate with other

organizations engaged in furthering civic affairs.

 

Article III - Membership

 

           Section 1

Any individual eighteen years of age or older, residing as owner or renter of residential property in Level Green is eligible for membership.

Section 2

Dues in the amount of $12.00 per year as proposed by the Executive Board, and approved by the membership on November 12, 1994, will be payable by each family annually on October 1st. Any resident may become a qualified voting member immediately upon payment of dues. For new members, the dues will be prorated and due upon joining.

 

Article IV - Officers

 

Section 1 

The elected officers shall be President, Vice President, 2nd Vice President,Secretary, Financial/Membership Secretary and Treasurer, which constitute the Executive Committee.

 

Section 2 - Duties

 

     A. President.  Shall preside at all meetings and the Executive Board; shall be an ex-officio member of all committees except the nominating committee; and shall appoint all standing and special committees.

 

     B.  Vice President.  In the absence or inability of the President to serve, the Vice President shall perform the duties of that office.  In the case of a vacancy in the office of President, the Vice President shall automatically become the President for the unexpired portion of the term.

     

     C.  2nd Vice President.  In the absence or inability of the President and the Vice President to serve, the 2nd Vice President shall perform the duties of that office.  In the case of a vacancy in the office of President, the Vice President shall automatically become the President for the unexpired portion of the term. The 2nd Vice President shall become the Vice President and the 2nd Vice President shall be in accordance with Section 4, Para D, Vacancy.

 

D. Secretary.  The Secretary shall keep an accurate record of all meetings, as well as a current list of all members, their addresses and telephone numbers; and shall be responsible for all correspondence of the league.

 

E. Financial/Membership Secretary.  The Financial/Membership Secretary receives and records all funds, which are then turned over to the Treasurer.

 

F. Treasurer.  The Treasurer shall receive and deposit all money in an insured financial institution to be designated and approved by the Board of Directors; and shall pay out money only when authorized to do so by the President or Board of Directors; and shall present a written financial statement at general membership meetings.  The Treasurer's signature is to be countersigned by the President, or in the President's absence, the Vice President.

 

G. Board of Directors.  The Board of Directors shall be comprised of members of the Executive Committee,the immediate past President and the Chairpersons of the standing committees. The Board shall have general supervision over all affairs of the league. The Board shall hold a meeting before the regular membership meeting, as well as at the call of the President.

 

     Section 3 - Expenditures

Up to $200.00 may be paid at the discretion of the President with approval of the presiding officers.  Expenditures over$200.00 must be approved by the Board of Directors and generally come as are commendation to the membership before any action may be taken.  No expenditures in the excess of $500.00 maybe made without prior approval of the membership.

 

 

Section 4 - Electoral Process

 

     A.  Nominations.

        

1.  Nominations for civic league officers shall be made by the Nominating Committee.

 

2.  Nominations from the floor may be made with the nominees consent.

 

B. Voting.  The election of officers shall be held at the October meeting and a majority vote shall elect.  Voting shall be by secret ballot when there is more than one nominee for office.

 

C.  Term of Office.  The officers shall take office at the October meeting and shall serve for a term of one year and may be reelected for one additional term.

 

D.  Vacancy.  A vacancy in any office except that of President shall be filled by an appointee of the Board of Directors for the unexpired portion of the term.

 

Article V - Meetings

 

     Section 1 - Regular.

           A.  Unless otherwise ordered by the President or the Board of Directors, regular meetings of the Civic League shall be held in January, March, May, June and October on the second Saturday of the month.

 

           B.  The regular meeting in October shall be held for the purpose of electing officers, receiving annual reports of officers and committees, and for any other business that may arise.

 

           C.  A quorum shall be 15 active members.

 

     Section 2 - Special Meetings.

           Special meetings may be called by the President or the Board of   Directors.

 

     Section 3 - Executive Committee.

           The Executive Committee shall meet at the call of the President.

 

Article VI - Standing Committees

 

           There shall be the following standing committees: Bylaws, Nomination, Audit, Newsletter, Web Site, Adopt A Street, Neighborhood Watch, Community Action & Beautification and Maintenance and others as deemed necessary.

 

Article VII - Parliamentary Authority

 

     The rules contained in Robert's Rules of Order, Newly Revised, shall govern the

     Civic League in all cases in which they are not inconsistent with the Bylaws.

 

Article VIII - Amendment

 

     These bylaws may be amended at any regular meeting of the Civic League by

     two-thirds vote of those members present and voting, provided 30 days written notice of the proposed amendment has been distributed to the membership.
